Theres alot of answers im drawing up like the Capitals, but theyre too new to be the alltime leader. I would say if the Rockies and Scouts count maybe it is the Devils, but as a franchise that wouldnt count. Maybe i guess is the Kings? Im not sure but they were a 1967 expansion so they had a handful of loses before wins i guess. My final guess would have to be the Blackhawks or Detriot. I have no clue.
