If this is still available, does it come with a certificate of authenticity?

Its still available. And it doesn't have a COA. I had the picture signed a year after Stevens retired. Had the plaque professionally done at a store in Passaic county.

The auto looks a little off to me...
I have a ton of Stevens sigs, rushed parking lot ones, ones he took his time with at a signing...none of them quite look like that
