The new agreement allows teams to use one of those compliance buyouts prior to the start of this season. However, the player's full salary for the 2012-13 season still would count against the team's cap.

It doesn't help the Rangers/Canadiens economically that they can make this move now vs. after this season; they STILL have the cap hit, they STILL have to pay them out, etc.,

Too bad this really helps the rangers
They will buy out Redden this year so they have the cap room next year when Stephan(RFA) / Hagelin(RFA) / McDonagh(RFA) / Sauer(RFA) / Eminger(UFA) / Gilroy(UFA) all need new contracts. Granted they prob wont keem eminger / gilroy but still McDonagh is going to want tons of money same with hagelin and stephan. and oh yea go look at the next (2013-2014) free agent list for the rangers. http://capgeek.com/rangers/
