I imagine that has to do with the team having access to its players medical records, or at least requiring the team to have access to them, and teams being able to report the basics of injuries for weekly injury reports, placing players on injured reserved, etc. I can't imagine that union agreed to that its members actual medical records could be publicly disclosed.
