IIRC, when they were building EPCOT the idea was that the countries were going to both pay (either fully or partially) for their pavilions and help staff them with people from their countries. Some countries flat out told Disney no, who then built them anyways without the countries support. Some said yes, but had trouble paying up. It was part of the original Walt Disney's vision of EPCOT (well after the actual city of the future vision) where it was a permanent World's Fair.
