Robyn Doolittle clarified that the extra charge meant something along the lines that he both "facilitated and participated." In Fitz's defense, he has already brought in Lazar around a year ago and it seems like he's a perfectly serviceable 4C once we get healthy and everyone is slotted in to their spots such as Haula and Palat bumped down to the 3rd line and Holtz moved up.
